Tender Description
ARPANSA requires a new anechoic chamber that is capable of measuring the electromagnetic radiation effects of 5G and future technologies.
The Requirement
1.Provision of an anechoic chamber as a turn-key deliverable including:
- a.Supply of materials and components for the chamber including shielding, absorbers, walkway, positioners and essential componentry;
- b.Supply of services to assemble the anechoic chamber.
2.Provide an Electromagnetic Field Probe Calibration System as a list of optional electronic components, equipment and instrumentation so that ARPANSA can pick as few or as many as desired:
- a.Indicate discount levels with appropriate breakpoints
Conditions for Participation: Mandatory Conditions for Participation
The Customer will exclude from consideration any Response that does not meet the following Mandatory Conditions for Participation:
1.The Tenderer must:
- a.exist as a legal entity and must not be bankrupt or insolvent;
- b.not have had significant deficiencies in performance of any substantive requirement or obligation under a prior contract;
- c.not be named as not complying with the Workplace Gender Equality Act 2012 (Cth). (For Australian companies only);
- d.not be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth);
- e.not be named in the Consolidated list referred to in Regulation 40 the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth); and
- f.either:
i.hold a Valid and Satisfactory Statement of Tax Record by the Closing Time; or
ii.have a receipt demonstrating that a Statement of Tax Record has been requested from the Australian Taxation Office by the Closing Time, and hold a Valid and Satisfactory Statement of Tax Record no later than 4 business days from the Closing Time.
[Note to Tenderers: Tenderers should apply for a Statement of Tax Record within sufficient time to meet this Condition for Participation.]
2.ARPANSA will not:
- a.consider a Tender unless the Tenderer complies with the Conditions for Participation as at the Closing Time;
- b.further consider a Tender if the Tenderer (or any of its relevant subcontractors) cease to comply with the Conditions for Participation at any subsequent time in the Tender process; and
- c.enter into a contract with a Tenderer unless that Tenderer complies with the Conditions for Participation as at that time.
3.A tender may also be excluded if in ARPANSA’s opinion the tender is incomplete, does not adequately address the Statement of Requirements or is clearly not competitive.
4.Without limiting ARPANSA’s other rights in this ATM, ARPANSA may, in its sole and absolute discretion, allow the Tenderer to correct any error of form in a Submission that appears to be unintentional, by lodging a correction or additional information, in writing in accordance with the direction of the Department.
- a.If ARPANSA provides any Tenderer with the opportunity to correct errors of form, it will provide the same opportunity to all other Tenderers that are in the same position.
5.ARPANSA will exclude a tender from further consideration if it considers that the tender does not comply with any one or more of the following minimum content and format requirements:
- a.the tender must be written in English or accompanied by an English translation;
- b.all measurements must be expressed in Australian legal units of measurement, including fees in Australian dollars; and
- c.the tender (including all attachments, annexes and supporting documentation) is to be in a Microsoft Word (2010 compatible), Microsoft Excel (2010 compatible), PDF or another format which has been agreed in writing by the Contact Officer prior to the tender closing date, with a font size no smaller than 9 point.
