Empowering Australians to look after their health and wellbeing, equipped with the necessary information and tools is a priority of the new National Digital Health Strategy (NDHS). Australians expect to be in control of who can access their personal health information and how it’s used. The vision of a connected, interoperable system is one that only shares personal data in secure, safe, lawful, ethical and culturally appropriate ways that are driven by the individual healthcare consumer.
The Agency , building on existing research, seeks to better understand the dimensions of consent management and to conduct research across stakeholder groups, with consumers and careers that could further inform understanding of consent management of health data. Areas of focus related to consent management could include participants’ willingness to share personal health information – including the needs of specific cohorts, digital health data legacy management in the Australia context, the impact of educational information in relation to health data, & consent management and blockchain technology.
This research will support implementation of the new NDHS Delivery Roadmap Priority Area and Initiatives: 3 Enhance consent management and flexible health information exchange 3.5 Review and implement regulatory requirements for consent management for access and use of patient health information The Agency seeks the services of an experienced service provider to conduct the research with consumers, careers and healthcare providers. The Agency requests quotes that incorporate and build on the Agency’s scan of relevant literature to inform the research questions and design, comprehensive design methodology, a plan for qualitative and/or quantitative research, implementation and conduct of the research, as well as analysis and delivery of key findings.
The Agency also requires delivery of interview and focus group transcripts. Quotes should consider the requirement to provide exploratory research & provide the following deliverables: a clear and succinct draft report; a clear and succinct final report, including a clear and concise executive summary of key findings and recommendations; A PowerPoint presentation that presents the research findings and can be used by the Agency to share with key Agency Stakeholders, as required; & All raw quantitative and qualitative data collected during the research. Please note that this research is to be conducted & completed between Sep 2024&Jun 2025
