The Department of Transport and Main Roads (TMR) is undertaking a two-stage procurement process, including this initial Registration of Interest (ROI) stage followed by an Invitation to Offer (ITO) stage, for the following services for the Logan and Gold Coast Faster Rail (LGC) project:

• the Project Independent Certifier (PIC) for LGC Rail package only (PIC Services); and
• the client-side Technical Advisory (TA) services for the LGC Rail and Open Level Crossing Removal (OLCR) packages, and the European Train Control System (ETCS), (the TA Services).

This ROI process is intended to identify and register Interested Parties that meet the minimum eligibility criteria, as set out in section 3 of the ROI, including relevant experience in providing:

(a) independent certification, verification or assurance roles (for the PIC Services); and

(b) technical advisory services (for the TA Services)

ROI Respondents who submit a conforming ROI Submission will be invited to participate in the ITO stage.

TMR strongly encourages Interested Parties to complete their ROI Submission as early as possible, noting the ITO will only be made immediately available upon the ITO Release Date to successful ROI Respondents that have previously provided a ROI Response and had that assessed and deemed as compliant by TMR.

ROI Responses may continue to be submitted and assessed by TMR up to one week after the ITO Release Date however this period will form part of the ITO Response Period.

• ROI phase commences: 12 November 2024
• Last date for submitting an ROI Submission: 19 November 2024 EST
• Indicative ITO Release Date: Last week of November 2024
• Indicative ITO Close Date: Mid December 2024
