Tender Description

Guide Dogs Victoria is currently seeking a person, or small team, to create a monitoring and evaluation framework for an Information, Linkages and Capacity Building (ILC) project. The project team would be especially delighted to have someone with blindness or low vision or other lived experience of disability to complete this work.

Statement of Work - Guide Dogs Victoria

Project: Information, Linkages and Capacity Building (ILC) Project: Connected Together

Location: Flexible/remote

Expected period: ~30 days (September/October 2021) note there is a possibility for an associated evaluation engagement in mid-2022

Manager: Gwyn Low, Project Manager - ILC

Nature of work: Developing a Monitoring and Evaluation Learning Framework and associated data collection tools including a workshop e.g., Theory of Change with the Project Team and/or Steering Committee.

Context: Guide Dogs Victoria, on behalf of Guide Dogs Australia, was awarded a grant under the Information, Linkages and Capacity Building (ILC) Program under the Department of Social Services (DSS). ILC provides funding to organisations to deliver projects in the community that benefit all Australians with disability, their carers and families.

These projects create connections between people with disability and the communities they live in, and aim to build the knowledge, skills and confidence of people with disability, and improve their access to community and mainstream services.

Project Synopsis: Connected Together will facilitate new, or strengthen existing, peer support networks for people with low vision or blindness and their carers, family members or support networks across Australia. Connected Together will build social connection, community and digital inclusion through fostering peer leadership and creating critical linkages between people with low vision or blindness and their carers and families, by continuously exploring ways of connecting that are accessible, inclusive and responsive.

Proposed Focus: Develop a monitoring, evaluation and learning framework (MELF), hold a facilitated workshop with stakeholders and, assist in creating associated data collection tools to measure peer support and domains of change.

Deliverables:
The key deliverables to be produced are:

  • Monitoring, Evaluation and Learning Framework for the project including associated data collection tools
  • Project Workshop (e.g., Theory of Change)
  • Budget (estimated costings are to be submitted as part of the application process based on the above deliverables and expected timeline)
