WaterNSW is applying for approval under the NSW Environmental Planning and Assessment Act 1979 for the long-term operation of the existing Chaffey Dam pipeline. The pipeline was constructed and operated during the severe 2020 drought conditions, via a temporary authorisation under the Water Supply (Critical Needs) Act 2019. The application seeks to approve water transfer between Chaffey Dam and Tamworth during droughts using the pipeline, when storage in Chaffey Dam falls below 20%.
The proposal also seeks approval for ongoing periodic pipeline maintenance. The application process includes the preparation of an environmental impact statement (EIS) to consider the potential impacts of pipeline operations, with a focus on the potential impacts to the Peel River.
WaterNSW has engaged EMM Consulting Pty Limited (EMM), to undertake an Aboriginal Cultural Heritage Assessment (ACHA), as part of preparing the EIS.
Aboriginal individuals and organisations, who hold cultural knowledge relevant to determining the significance of Aboriginal objects and/or places within the pipeline area, and wish to be involved in the consultation process, are invited to register their interest.
The purpose of the ACHA consultation, is to assist WaterNSW to:
1. assess the Aboriginal heritage values of the area;
2. assist NSW Government assess Aboriginal heritage reports prepared for this project; and
3. support any future applications or approvals for the pipeline, under the Environmental Planning and Assessment Act 1979 and/or the National Parks and Wildlife Act 1974.
Registrations of interest are to be provided by no later than COB 22 July 2022.
