Tender Description
The Request for Proposal is to provide "balance of plant" (BoP) services. In general terms, BoP is the assets providing connection of the wind generators to the Transpower grid and includes associated infrastructure including the outdoor switchyard and the associated switchyard building, plus the 33kV cables and junction boxes throughout the wind farm. Management of the wind turbine generators themselves is by Others.
Major, maintainable items at Harapaki Wind Farm included in BoP include:
- A Switchyard building and adjacent outdoor switchyard with all associated civil structure, mechanical and electrical equipment, communications and security infra-structure (fences gates and the like).
- Multiple 33kV "string" cables (largely buried direct and short length above ground on the roadside) grouping and connecting wind turbine generators to the 33kV switchboards in the switchyard building. This includes all 33kV junction boxes interposed into these 33kV "string" cables.
- A single indoor 33kV Schneider GHA switchboard, complete with circuit breakers, disconnectors with earth switches and associated instrumentation, control and protection.
- Two outdoor Wind farm grid connection step up transformers T1 & T2 (33/220kV, 125MVA), OLTC, ODAF including associated surge diverters and overhead HV lines to the Transpower switchyard boundary, neutral earthing transformer with resistors, protection, cabling, monitoring and control systems.
- One, (33/0.4kV, 315kVA) local service supply transformer and associated supply and distribution ;
- 125V DC dual redundant charger and battery banks and DC distribution
- Building services
- Safety equipment
The range of maintenance service includes visual inspection, partial discharge tests, oil sampling, range of electrical condition and function tests, equipment calibration, thermovision inspection and reporting. The intention is any regular maintenance includes supply and disposal of consumable items for cleaning, test kits, transformer breathers, filters, top up transformer oil etc. Service provider to maintain an inventory of required consumables on-site to cover all regular maintenance activities. Meridian will provide storage for consumables which will be billed as part of monthly invoicing.
The Services will be provided to Harapaki according to schedules managed through the Wind Computerised Maintenance Management System (CMMS), 'Fixd (Maintainly)', which serves as the repository for all maintenance information. Also, note that MEL will be transitioning to the "Maximo" system in coming years, and familiarity with "Maximo" will be an added advantage.
Task orders may also be issued by the Service Manager for related work.
