Statement of Requirements
The National Health and Medical Research Council (NHMRC) seeks submissions to update its update overall network as a final activity in its move to a cloud-first operating model. The supplier will design, implementation and transition into BAU service the NHMRC networks. This cover’s the NHMRC’s office Internet, LAN, and connections to cloud and Australian Government systems.
Milestones for the work include:
1. Design – Finalise a network design for NHMRC’s approval including security documentation (e.g. security risk management, system security and continuous monitoring plans). NHMRC will reduce its infrastructure footprint utilising Zero Trust and software/cloud (instead of hardware). NHMRC is looking for a design that:
- Updates its Canberra and Melbourne offices networks to direct Internet access for secured devices (e.g. staff laptops),
- Creates small virtual LANs in both sites for devices requiring a security layer (e.g. Surface Hubs),
- Takes a risk-based approach to replace our Secure Internet Gateway with a Secure Access Service Edge service,
- Transitions gateway government connections (e.g. GovLink) to Azure cloud infrastructure.
2. Implement – Plan and manage the implementation of the approved network design. This includes procurement configuration, installations, networking, testing and implementation of recommended security controls.
3. Transition – Document “as built” and security documents as well as business continuity plan, SOPs, user guides, and undertake handover briefing and training with NHRMC nominated staff. In addition, prepare procurement documentation for ongoing licencing and maintenance.
4. (Optional) Software licencing, hardware and maintenance – Prepare and provide recommendations and documentation including procurement through partners.
Your Submission
Your submission should be maximum three pages in response to the attached brief submitting estimated timeline, resourcing, costs (including staff rates), staff CVs, and examples of previous work with references. The NHMRC expects responses to include project management, including procurement support, technical network engineering and cyber security expertise.
This work should be completed and transitioned by 30 June 2025.
